A telegram from Germans in Berlin states that in consequence of announcements in the press and by Mr. Bland that they will withdraw their offer, which, without our assistance they would not be able to carry out, the signature of Final Agreement is being pressed for by Chinese Government. In these circumstances they state that they must give their Representative instructions to sign Agreement.
In reply, British group have protested emphatically, announcing that undertaking to maintain status quo would be directly violated by such proceeding, and that further negotiations would be rendered useless.
